Director of Planning
I. Summary of Position
The Director of Planning leads the airport's project management, planning, engineering, environmental, design, and construction efforts. This position organizes the execution of airport capital program, airport master plan, and any architectural or engineering-related initiatives.
II. Organizational Relationships Supervisor: General Manager

• External vendors, including design, technical consulting, and construction entities
• Airport customers
• Federal, state and county agencies
III. Duties and Responsibilities
Core Functions
• Evaluates and executes the airport's capital program by planning and prioritizing capital projects, project programing to meet stakeholder needs, development and management of project budgets and implementation schedules, and stakeholder coordination during implementation.
• Ensures that all development complies with applicable FAA design standards, operating requirements, and administrative requirements.
• Effectively communicates to internal and external stakeholders on technical subject matter expertise for fast and economical response in lieu of use of external consultants.
• Facilitates and reviews the construction of improvements made by the airport's tenants.
• Supports the preparation of federal, state, and local grant applications when necessary for funding.
IV. Examples of Work
• Develops and oversees implementation of FAA infrastructure grants.
• Creates and presents plans to improve the perimeter road to the rocket testing area.
• Creates and presents plans to construct a concrete pad to hold aircraft preparing for space launch missions.
• Assists customers with development of precise development plans prior to permitting.
• Completes AutoCAD drawings as exhibits for contracts and updates schematics as needed. Works with staff, including architects and engineers, and construction/design firms to communicate information regarding regional land use, planning, and development issues, including vetting proposed projects in the region to confirm compliance with the ALUCP.
V. Qualifications and Skills
A. Minimum Qualifications and Skills Required by Department:
• Bachelor's degree in Engineering
• At least ten (10) years' experience in engineering, preferably civil engineering
• At least five (5) years' experience at an airport
• Ability to use AutoCAD and ESRI ARC Info preferred.
• Experience in design, construction, engineering, and/or planning
• Ability to respond timely to requests of General Manager and customers
• Demonstrated ability to lead and manage strategic planning
• Familiarity and comfort with relevant FAA requirements
• Excellent communication skills, including ability to translate complex, technical information to audiences not versed in technical or airport planning or construction issues
• Pass background check prior to hire
B. Other Desired Qualifications, Skills, and Competencies:
• Master's degree in a relevant field
• Strong understanding of aviation industry standards
• Private pilot
VI. Compensation and Benefits
Starting salary for the Director of Engineering position is $80,000 - $120,000, depending on experience. Mojave Air & Space Port offers a benefit package that includes CalPERS pension retirement, excellent health coverage, dental, vision, life and tuition reimbursement.
